Metadata is becoming infrastructure. Are we ready?

Metadata sits at the centre of modern data ecosystems—from geospatial and natural resources to health, climate, statistics, emergency management, and Indigenous data governance.

At the same time, the expectations around metadata are changing. Regulatory requirements are increasing. AI systems are consuming metadata directly from APIs. And digital sovereignty is becoming a strategic priority for Canadian data infrastructure.

The technical foundations are increasingly mature. What is missing is convergence: shared understanding of the challenges, agreement on practical architectural patterns, federated governance, and implementation approaches that work across organisational and jurisdictional boundaries.
