OGC Supports Global Paradigm Shift in Digital Aeronautical Information Management
I recently joined OGC as Director, Interoperability Programs, after spending many years working as an OGC partner and being involved in the OGC's process and programs. My main role is to develop and manage a series of interoperability initiatives to advance and promote OGC standards in various communities. One of the communities that I have the pleasure to work with is the Aviation community, supporting them in their quest to transform their systems to meet the demands of their industry.
The ability to easily and securely exchange aviation information (including aeronautical weather information) in a timely and reliable fashion is becoming a matter of international strategic importance. This aligns with the overall OGC principles around interoperability.
According to the FAA (http://www.faa.gov/data_research/aviation/aerospace_forecasts/2010-2030/), the US air transportation system is stretched thin with expected increases in passenger demand ranging from a factor of two to three by 2025. Likewise, Eurocontrol states that the European Airspace is fragmented and will become increasingly more congested, with traffic forecast to grow steadily over the next 15 years. Air Services Australia acknowledges similar issues in the Commonwealth, as have other nations in the Pacific Rim and in economically developing nations.
In order to accommodate global future Air Traffic needs, there is agreement among many in the aviation community that a paradigm shift is required, supported by state-of-the-art and innovative technologies. To realize the paradigm shift, the Aviation community is working on a framework built extensively on standards, digital data exchange and process automation.
At the core of this paradigm shift are two GML-based information exchange models developed primarily by the FAA and Eurocontrol:
- The Aeronautical Information Exchange Model (AIXM), a global standard for the representation and exchange of aeronautical information.
- The Weather Information Exchange Model (WXXM) also based on the OGC Observation and Measurement Model (O&M), a proposed standard for the exchange of aeronautical weather information.
The FAA and Eurocontrol are using AIXM and WXXM as an integral part of their efforts to modernize their aeronautical information procedures and to transition to a net-centric, global aeronautical management capability. More specifically, those GML-based standards are being used in the System Wide Information Management (SWIM) components of several important initiatives:
- The US NextGen program, encompassing the operational and technological changes needed to increase the US National Airspace System (NAS) capacity, meet future demands and avoid gridlock in the sky and at airports.
- The SESAR Joint Undertaking (JU) program, a joint European Commission/Eurocontrol initiative targeting the transformation of the European Air Traffic Management (ATM) system and the synchronization of plans and actions of partners and federated resources. According to the European ATM Master Plan, interoperability is key to the success of SESAR JU.
Fundamental to both programs is the need for interoperability between software components in multi-vendor settings. The OGC is uniquely positioned to fulfill this need with its proven processes and standards, coupled with its diverse and global membership. Indeed, the OGC has been active in this area via a number of successful initiatives:
- An OGC Aviation Domain Working Group (DWG) (http://www.opengeospatial.org/projects/groups/aviationdwg) was convened to support the evaluation, advancement and operational use of OGC specifications within the Aviation domain and to contribute towards increasing global industry adoption of those specifications. The Aviation DWG will represent the software development community in the AIXM Change Control Board (CCB). (See the Upcoming Events listing below for information about the OGC Aviation DWG's October 21-22 meeting at Eurocontrol headquarters in Brussels. - Editor.)
- Aviation threads in the last two OGC Web Services testbeds OWS-6 (http://www.opengeospatial.org/pub/www/ows6) and OWS-7 ((http://www.opengeospatial.org/pub/www/ows7)) demonstrated the applicability of AIXM and WXXM in an OGC Web Services (OWS) environment for providing up-to-date aeronautical and weather information to pilots, flight dispatchers and Airline Operations Centers. Stay tuned for information on Aviation requirements in OWS-8 OGC Web Services Testbed, Phase 8 (OWS-8; RFQ release expected in mid-October 2010).
- The recently-announced FAA SAA Dissemination Pilot (http://www.opengeospatial.org/standards/requests/72) extends the benefits of the Special Activity Airspace (SAA) SWIM services at FAA by supporting the automated dissemination of SAA information to NAS stakeholders and other external users via OGC Web Services. The pilot involves working closely with NAS stakeholders with an emphasis on airlines' usage of SAA information for flight dispatch and planning purposes.
Aviation is a global interconnected business requiring strong partnerships and cooperation for success and safety. The OGC processes, standards and members are uniquely positioned to support this business while it undergoes this critical paradigm shift towards dynamic, integrated management of aeronautical services (safely, economically and efficiently), through the provision and exchange of quality-assured digital aeronautical data.
It's been a pleasure to be involved in these groundbreaking initiatives, which promise to change the face of the Aviation sector as we know it. I would also like to thank the sponsors and participants of our OWS initiatives in making that happen, and encourage more organizations to consider getting involved.

CTO'S REPORT ON SEPTEMBER 2010 TC AND PC MEETING
With over 180 registered attendees, the OGC Technical and Planning Committee meetings in Toulouse were very active and productive. Hosted by Meteo France and additionally sponsored by EADS Astrium, IGN France, and BRGM, many of the Domain Working Group meetings were standing room only. In addition to the Domain and Standards working group meetings, there were a number of special meetings and workshops. A full day Hydrology Workshop focused on harmonization of OGC standards and WaterML 2.0. On Friday, there was a daylong OGC France Forum Interoperability Day. Presentations focused on the use OGC standards in the French Geospatial Community as well as INSPIRE updates. The Emergency and Disaster Management (EMD) DWG had their first official meeting. Presentations on deployed applications and systems that support warning, alerting, and response were given. The OGC Members agreed that these presentations need to be shared with a larger audience and will be made public.
The Planning Committee had a very lively session and discussed a variety of market, business development, and outreach issues. They are discussed and commented on the proposed OGC Interoperability Program Plugfest Policies and Procedures.

WEBSITE OF THE MONTH: ERGO PROJECT
The goal of the Heterogeneous Missions Accessibility (HMA) Project, a major program of the European Space Agency (ESA), is to involve European and Canadian national space agencies and other Earth observation stakeholders in a process to enable better and wider use of their services and data. The ERGO project, which recently completed, has met an important HMA objective: The ERGO partners have prototyped a capability that makes it much easier for stakeholders to publish, discover and access the resources of "ground segments," which are the ground-based facilities of Earth observation programs.
The ERGO project was carried out for ESA by a consortium consisting of Foresee technologies (Belgium) and GeoCat bv. (The Netherlands) under the lead of Intecs (Italy).
The tools developed in the ERGO project are now available as open source software:
- The Buddata ebXML Registry project available at http://www.buddata-open.org/.
- The Toolbox environment project available at http://code.google.com/p/toolboxenvironment/.
- The GeoNetwork open source project available at http://geonetwork-opensource.org.
Buddata ebXML Registry (ebRR)
ebXML is a family of standards that provide an open, XML-based infrastructure for using electronic business information. The Buddata ebXML Registry/Repository (ebRR) is an open source implementation of the OASIS ebXML Registry and OGC Catalogue Service Interface Standard. Through the ERGO project, ebRR includes all "ebRIM Profiles" or "extension packages" as defined by the OGC Catalogue Service, and it also supports any other ebRIM profile.
SOAP, originally defined as Simple Object Access Protocol, is a protocol specification for exchanging structured information through Web Services. ebRR natively implements secured SOAP Web Service interfaces based on the OASIS ebXML RS 3.0 and OGC Catalogue Service specifications.
In addition to providing HMA Earth observation profiles for ebXML and the OGC Catalogue Service, ebRR provides (1) a harvesting component to translate XML-based metadata in GML and ISO formats to ebXML RIM (Registry Information Model) (with OGC geospatial extensions) and (2) a Java API to access the ebRR directly from Java code. Also, the ERGO project has contributed extensions to the open-source TEAM engine which is used for conformance testing by the OGC.
The ebRR project was initiated by kZen Labs, the R&D division of Foresee technologies N.V.
SSE Toolbox catalogue integration
The Toolbox is a configurable application that can be used to deploy SOAP based web services and is typically used to integrate different kind of services and/or catalogues into the SSE infrastructure. Different kinds of back-end communication systems are foreseen: File exchange, File Transfer Protocol, Hyper Text Transfer Protocol, API support, Script support, JDBC, SOAP and Email.
Furthermore the Toolbox provides an easy mechanism to convert incoming XML files into other files (based on XML or on a proprietary format) or data structures suitable to be used for the communication with the back-end systems.
In the ERGO project the Toolbox has been upgraded in order to natively support new services that implement the OGC Catalogue Services - Web (CS-W) Interface Standard. The following ebRIM profiles will be supported by the tool over the OGC CSW 2.0.2 interface (both as gateway as well as stand alone application):
- OGC Catalogue Services Specification 2.0 Extension Package for ebRIM (ISO/TS 15000-3) Application Profile (xOGC-06-131r4)
- OGC Cataloguing of ISO Metadata (CIM) Using the ebRIM profile of CS-W (OGC-07-038)
In addition to the aforementioned specification the Toolbox supports:
- OGC Web Processing Service Interface Standard 1.0.0 (05-007r7)
- User Management Interfaces for Earth Observation Services (OGC 07-118)
The tool has been developed for ESA by Intecs S.p.A.- an Italian information technology company specialized in space system development. Intecs also contributed to the SOAP support on the OGC TEAM engine.
GeoNetwork open source
GeoNetwork is an established, standards based, Free and Open Source catalog application to manage spatially referenced resources via the web. It provides powerful metadata editing and search functions as well as an embedded interactive web map viewer.
The project is supported by a large community of developers and users. The application serves as the open source reference implementation of the OGC Catalog Service - Web Interface Standard and also fully supports the INSPIRE Directive requirements.
GeoNetwork originated at the Food and Agriculture Organization of the United Nations with whom the European Space Agency has a long-standing history of collaboration in the field of Earth Observation in support of agriculture and food security. The GeoNetwork project is part of the Open Source Geospatial Foundation (OSGeo, http://www.osgeo.org) geospatial software stack and is released under the GNU-GPL v2 open source license. Releases can be found at http://geonetwork-opensource.org. GeoCat bv (http://geocat.net) is a Dutch company that implements the CSW-ebRIM catalog interface in GeoNetwork. GeoCat bv. is owned by the founder of the GeoNetwork open source project, Jeroen Ticheler.

OGC ENDORSEMENT FROM A WORLD LEADING HYDROLOGIST
David Maidment is Director at the Center for Research in Water Resources at the University of Texas in Austin, USA. He is the leader of CUAHSI (Consortium of Universities for the Advancement of Hydrologic Science) and has been involved in work globally in the hydrology domain, notably with the World Meteorological Organisation (WMO). David has worked with the OGC for many years and recently provided this testimonial to highlight how satisfied he is with the OGC processes and how they helped him and others.
"The OGC process is really working: Since the OGC engaged with WMO and jointly created the Hydrology Domain Working Group, there has been active and effective work on migrating the CUAHSI WaterML specification and WaterOneFlow services now in use by numerous national and state agencies, to OGC-compliant status (OGC O&M-based WaterML 2.0 and OGC web services). This is happening through two projects facilitated within OGC's Interoperability Program: the Hydro DWG Groundwater Interoperability Experiment, and the Hydro DWG Surface Water Interoperability Experiment. The global engagement in these developments is impressive. And one of the best parts of it is that CUAHSI no longer has to host the development meetings - OGC is handling that very nicely! The OGC Interoperability Experiment structure and policies provide an open, productive environment for all interested experts, and this has made more progress in the last two years than similar government initiatives have made in 20 years."

GEOSPATIAL WORLD 2011 INVITATION
Sanjay Kumar, as co-chair of the OGC Global Advisory Council (GAC), assisted by Ms. Bhanu Rekha, plays an active role in OGC's outreach to regions and countries that are currently under-represented in the OGC consensus process. For 13 years Sanjay's company in India, GIS Development, has published the magazine GIS Development, which has recently been renamed Geospatial World. In its new form the magazine has global readership and covers the entire range of geospatial technology with well-researched cover stories on geospatial markets in different parts of the world. Scottish SDI Cookbook: One Scotland: One Geography: One Information Network: Creating Scotland's Spatial Data Infrastructure: Cookbook 1 - How to serve a Scottish SDI and INSPIRE conformant Web Map Service. This Cookbook is the first in a series of guidance manuals/toolkits that will define the appropriate standards for delivery of spatial data as web services and provide guidance on the technology options that are currently available to deliver these services. These guidance manuals are being developed by the Scottish Government in partnership with the British Geological Survey (BGS).

The ORNL DAAC is one of the National Aeronautics and Space Administration (NASA) Earth Observing System Data and Information System (EOSDIS) data centers managed by the Earth Science Data and Information System (ESDIS) Project. The ORNL DAAC provides data and information relevant to biogeochemical dynamics, ecological data, and environmental processes, critical for understanding the dynamics relating to the biological, geological, and chemical components of Earth's environment. The ORNL DAAC OGC tools and services provide a mechanism to visualize and download geospatial data sets and help to increase visibility and access to the data sets.
The CodePlex Open Source Project Community offers two open source code frameworks that support OGC standards:
- SharpMap: Geospatial Application Framework for the CLR. (CLR - Common Language Runtime - is the .NET equivalent of Java's JVM.)
- OGC Web Service .NET: This project provides a .NET class library and web service template for easy and flexible implementation of the Open Geospatial Consortium (OGC) Sensor Observation Service (SOS).

The IJIS Institute is a nonprofit membership organization funded primarily through grants from the U.S. Department of Justice (DOJ), Bureau of Justice Assistance (B JA), and the U.S. Department of Homeland Security (DHS). The Institute's 300 plus members are information technology companies and consultancies that provide products or services to the justice, public safety, and homeland security sectors for the purpose of helping these communities share information. "What Do Recent Creative Commons and OSM Blog Posts Suggest?" is a July 31, 2010 post on Kevin Pomfret's Spatial Law and Policy blog. Kevin is a member of the OGC Board of Directors and chairs the Board's Spatial Law and Policy Committee. His blog post concerns matters of licensing - specifically July posts on the Creative Commons and OpenStreetMap blogs. He says of this post, "I have tried to be somewhat provocative so as to generate discussion." He hopes members of the OGC community will provide comments, as he believes this issue is important for the future of geospatial technology adoption.

Events of note:
- The OGC Aviation Domain Working Group will meet at Eurocontrol HQ, Brussels, Belgium, October 21st, 2010 - October 22nd, 2010
- The developers of CityGML invite OGC members to attend the 5th International 3D GeoInfo Workshop 2010 - Berlin, Germany, November 3rd, 2010 - November 4th, 2010, jointly organised by ISPRS WG IV/8, OGC, EuroSDR, DGPF, and Berlin University of Technology. This workshop brings together international researchers from academia, industry and government in the field of 3D geo information.
- Note, too, that Australia will host two key international geospatial standards meetings later in the year, back-to-back. The OGC Technical Committee and Management Committee meetings will meet in Sydney, 29 November - 3 December, followed by the International Organization for Standardization Technical Committee on Geographic Information/Geomatics (ISO/TC211), which will hold its annual meeting in Canberra, starting on 6 December.
