Concentrating initially on the Welsh Dyfi Biosphere Reserve, we will develop a citizens’ observatory framework, and then validate the work within the context of the UK National Spatial Data Infrastructure (SDI) and internationally, within the WNBR; specifically, within Greek and German Reserves. The infrastructure we develop will exploit technological developments in ubiquitous mobile devices, crowd-sourcing of geographic information and the operationalising of standards based SDI such as the UK Location Information Infrastructure. It will enable citizens living within Biosphere Reserves to collect environmental information on a range of parameters including species distribution, flooding and land cover/use. A main driver will be the opportunity to participate in environmental governance.Data quality issues will be addressed by using networks of “people as sensors” and by analysing observations and measurements in real-time combination with authoritative models and datasets. The citizen’s observatory framework will integrate with evolving INSPIRE compliant national SDI’s and allow the fusion of citizen sourced data with reference data from public authorities in support of policy objectives. To maximise impact, COBWEB will work within the processes of the standards defining organisations. Specifically, we will aim to improve the usability of Sensor Web Enablement standards with mobile devices, develop widespread acceptance of the data quality measures we develop and maximise the commercial appeal of COBWEB outputs. The end result we are aiming for is a toolkit and a set of models that demonstrably works in different European countries and which is accepted as a core information system component of the WNBR. The developers of the web based  map tools are often programmers with little cartographic experience, training or guidance. However, the functional capabilities are now available in a more modern web API, OGC API – Features, and implementers are encouraged to use the newer Standard. - [Web Coverage Service](https://www.ogc.org/standards/wcs/): This standard offers multi-dimensional coverage data for access over the Internet. WCS Core specifies a core set of requirements that a WCS implementation must fulfill. The OGC Web Coverage Service (WCS) supports electronic retrieval of geospatial data as “coverages.” Coverages are digital geospatial information representing space/time-varying phenomena, specifically spatio-temporal regular and irregular grids, point clouds, and general meshes. Core requirements are mandatory for any implementation claiming to be conformant with WCS. Extensions to the core define extensions to meet additional requirements, such as the response encoding. Additional extensions are required in order to completely specify a WCS for implementation. - [Web Coverage Processing Service (WCPS)](https://www.ogc.org/standards/wcps/): This standard defines a protocol-independent language for the extraction, processing, and analysis of multi-dimensional coverages representing sensor, image, or statistics data. - [OGC WaterML](https://www.ogc.org/standards/waterml/): WaterML 2.0 is a standard information model for the representation of water observations data, with the intent of allowing the exchange of such data sets across information systems. Through the use of existing OGC standards, it aims at being an interoperable exchange format that may be re-used to address a range of exchange requirements. OGC WaterML2.0 is, however, a harmonized information model between a number of standards from various countries with existing OGC standards. It provides 2 main functions Sensing and Tasking. - [Sensor Planning Service (SPS)](https://www.ogc.org/standards/sps/): This standard defines interfaces for queries that provide information about the capabilities of a sensor and how to task the sensor. - [Sensor Observation Service](https://www.ogc.org/standards/sos/): This standard defines a Web service interface which allows querying observations, sensor metadata, as well as representations of observed features. - [Sensor Model Language (SensorML)](https://www.ogc.org/standards/sensorml/): This standard provides a robust and semantically-tied means of defining processes and processing components associated with the measurement and post-measurement transformation of observations. This includes sensors and actuators as well as computational processes applied pre- and post-measurement. - [SWE Service Model Implementation](https://www.ogc.org/standards/swes/): This standard serves as the home for all data type and interface definitions that are common only to SWE services. It currently defines eight packages with data types for common use across OGC Sensor Web Enablement (SWE) services. Five of these packages define operation request and response types. - [SWE Common Data Model Encoding](https://www.ogc.org/standards/swecommon/): The Sensor Web Enablement (SWE) Common Data Model Encoding Standard defines low level data models for exchanging sensor related data between nodes of the Sensor Web Enablement (SWE) framework. These models allow applications and/or servers to structure, encode and transmit sensor datasets in a self describing and semantically enabled way. - [OGC PUCK Protocol](https://www.ogc.org/standards/puck/): This standard defines a protocol for RS232 and Ethernet connected instruments. PUCK addresses installation and configuration challenges for sensors by defining a standard instrument protocol to store and automatically retrieve metadata and other information from the instrument device itself. - [Publish/Subscribe](https://www.ogc.org/standards/pubsub/): This standard defines a specification that supports the core components and concepts of the Publish/Subscribe message exchange pattern with OGC Web Services. It primarily addresses subscription management capabilities such as creating a subscription, renewing a subscription, and unsubscribing. - [PipelineML Conceptual and Encoding Model](https://www.ogc.org/standards/pipelineml/): This standard defines concepts supporting the interoperable interchange of data pertaining to oil and gas pipeline systems. PipelineML supports the common exchange of oil and gas pipeline information. - [Web Services Security](https://www.ogc.org/standards/security/): This standard applies to OWS deployed on HTTPS. It specifies how conformant OWS Services advertise their IA Controls and additional security features. The advertisement uses XML elements that are already part of the Capabilities document structure. This ensures that existing client implementations will not break. - [OGC Web Services Context Document (OWS Context)](https://www.ogc.org/standards/owc/): This standard describes the use cases, requirements and conceptual model for the OGC Web Services (OWS) Context encoding standard. The OGC Web Services Context Document (OWS Context) was created to allow a set of configured information resources (service set) to be passed between applications primarily as a collection of services. OWS Context is developed to support in-line content as well. - [Ordering Services Framework for Earth Observation Products](https://www.ogc.org/standards/oseo/): This standard specifies the interfaces, bindings, requirements, conformance classes, and a framework for implementing extensions that enable complete workflows for ordering of Earth Observation (EO) data products. - [OpenSearch](https://www.ogc.org/standards/opensearch/): This standard which comprises several parts originated in a community effort built around Amazon’s A9.com. OpenSearch is a collection of simple formats for the sharing of search results. There are extensions for Earth Observation (EO) which specifies a series of additional parameters that can be used to constrain searches especially for EO collection and EO product metadata as well as Geo and Time to make spatial and temporal queries to a repository of geospatial content that contains geographic and temporal properties. - [OGC Open Modelling Interface (OpenMI)](https://www.ogc.org/standards/openmi/): The OpenMI standard defines a runtime interface for process simulation models and tools to exchange data, enabling interoperable integrated modelling across diverse systems. - [Open GeoSMS – Core](https://www.ogc.org/standards/opengeosms/): The Open GeoSMS standard provides an extended SMS encoding and interface to share location content between LBS devices and applications, facilitating interoperable geospatial messaging. - [OGC API – Tiles](https://www.ogc.org/standards/ogcapi-tiles/): This standard specification is a successor to the OGC’s Web Map Tile Service (WMTS) standard, focusing on simple reusable REST API building blocks which can be described using the OpenAPI specification. Whereas WMTS focused on map tiles, this standard has been designed to support any form of tiled data. - [OGC API – Processes](https://www.ogc.org/standards/ogcapi-processes/): This standard specifies a processing interface to communicate over a RESTful protocol using JavaScript Object Notation (JSON) encodings. The geospatial community uses the term ‘feature’ for things in the real world that are of interest. OGC API Features is comprised of multiple parts, each of them is a separate standard. Part 1, the “Core,” specifies the core capabilities and is restricted to fetching features where geometries are represented in the coordinate reference system WGS 84 with axis order longitude/latitude. Part 2 specifies the capabilities for fetching features that have geometries represented in all other coordinate reference systems. - [OGC API – Environmental Data Retrieval](https://www.ogc.org/standards/ogcapi-edr/): This standard specification identifies resources, captures compliance classes, and specifies requirements which are applicable to OGC Environmental Data Retrieval APIs. It addresses two fundamental operations; discovery and query. Discovery operations allow the API to be interrogated to determine its capabilities and retrieve information (metadata) about this distribution of a resource. Query operations allow Environmental Data resources to be retrieved from the underlying data store based upon simple selection criteria, defined by this standard and selected by the client. - [Observations, Measurements, and Samples](https://www.ogc.org/standards/om/): This standard which comprises several parts defines a conceptual schema for observations, for features involved in the observation process, and for features involved in sampling when making observations. Models support the exchange of information describing observation acts and their results, both within and between different scientific and technical communities. - [OGC network Common Data Form (netCDF) standards suite](https://www.ogc.org/standards/netcdf/): This standard consists of a suite of standards that support encoding of digital geospatial information representing space/time-varying phenomena. Although it was originally developed for the Earth science community, netCDF can be used to communicate and store a wide variety of multidimensional data. Conceptual model subject areas include land features, facilities, projects, alignment, road, railway, survey (including equipment, observations, and survey results), land division, and condominiums. It is published as a multi-part standard. - [KML](https://www.ogc.org/standards/kml/): Originating as a community standard, this standard defines an XML language focused on geographic visualization, including annotation of maps and images. It is used to encode and transport representations of geographic data for display in an earth browser. Put simply, KML encodes what to show in an earth browser, and how to show it. - [OGC IndoorGML](https://www.ogc.org/standards/indoorgml/): This standard specifies an open data model and XML schema for indoor spatial information. IndoorGML intentionally focuses on modelling indoor spaces for navigation purposes. - [Indexed 3D Scene Layers (I3S)](https://www.ogc.org/standards/i3s/): The I3S standard (Indexed 3D Scene Layers) defines an open 3D content delivery format for rapidly streaming and distributing large volumes of 3D GIS data to web, mobile, and desktop clients. - [OGC Hierarchical Data Format Version 5 (HDF5®)](https://www.ogc.org/standards/hdf5/): This standard describes the HDF5© data model as an encoding standard particularly suitable to scientific and engineering geospatial applications that employ multidimensional numeric arrays to describe temporally and spatially varying phenomena. - [OGC WaterML 2: Part 4 – GroundWaterML 2 (GWML2)](https://www.ogc.org/standards/gwml2/): This standard describes a conceptual and logical model for the exchange of groundwater data, as well as a GML/XML encoding with examples. - [OGC GeoTIFF](https://www.ogc.org/standards/geotiff/): This standard defines the Geographic Tagged Image File Format (GeoTIFF) by specifying requirements and encoding rules for using the Tagged Image File Format (TIFF) for the exchange of georeferenced or geocoded imagery. The GeoTIFF format is used throughout the geospatial and earth science communities to share geographic image data. - [Geospatial User Feedback (GUF)](https://www.ogc.org/standards/guf/): This standard defines a conceptual data model and a practical XML encoding of the conceptual model. Geospatial User Feedback is metadata that is predominantly produced by the consumers of geospatial data products as they use and gain experience with those products. The standard allows for documenting feedback items such as ratings, comments, quality reports, citations, significant events, etc. about the usage of the data. - [GeoXACML](https://www.ogc.org/standards/geoxacml/): This standard defines a geospatial extension to the OASIS eXtensible Access Control Markup Language (XACML) Version 3.0 Standard. GeoXACML 3.0 supports the interoperable definition of access rights including geographic conditions based on the XACML 3.0 language, processing model and policy schema. - [GeoRSS](https://www.ogc.org/standards/georss/): This community standard is designed as a lightweight way to extend existing RSS feeds with simple geographic information.
